US Should Not Back EU Constitution

The position of the Bush Administration should be clear: it supports a Europe of democratic nation-states where the principle of national sovereignty is paramount and sacrosanct. Washington should give no encouragement to the idea of resurrecting the European Constitution, which has been firmly rejected in two of the European Union’s leading members. The development of an undemocratic, centralized Europe is neither in the interests of the continent nor the United States.
