This sounds too political coming off from Bush. Bush knows the Democrats have the majority in the House of Representatives, and thus budgetary power. The Republicans no doubt want to cast the Democrats as big spenders again, but I have to say that the trackrecord of the Republicans over the last 6 years seems rather bleak. The Republicans have shown no spending restraint whatsoever while they had the power over the presidency and Congress.
