Mr Sikorski [the Polish Defence Minister] showed a 1979 map as an example, which detailed key sites in the event of a nuclear war. It envisaged nuclear strikes on Amsterdam, Antwerp, Brussels, Munich, Cologne, Bonn, and other West European cities.

Would solve some problems...if it were a small yield nuclear device with a concentrated small scale territorial impact....in the name of 'War on terror'.
