Court Changes Church Creed

Last week the Danish Supreme Court ruled that the Lutheran Church does not have the right to excommunicate people who believe in reincarnation. In 1994 Steen Ribers, a church custodian from Copenhagen, was excommunicated by the church for publicly promoting reincarnation. Ribers went to court. The Supreme Court now says that he has the right to preach reincarnation while serving as church custodian.

“Fourteen percent of the National Church’s members believe in reincarnation. Now we have the Supreme Court’s word that we have the same right to be there as anybody else. The verdict has made the church more flexible,” Ribers said after hearing the court’s decision.

I wonder how important the percentages are here. If, say, one per cent believed in Satanic ritual, would they still be able to take a full part in the Church's activities? If not, why not?
